A cartomizer combines the atomizer and cartridge into one unit making it extremely simple and easy to use.  And, since these are pre-filled with E-Liquid you can simply screw them on to any 510 or eGo battery to begin vaping immediately.  No messy or complicated filling is required.  However, once the initial pre-filled liquid has been used up you can refill the cartomizer numerous times before having to discard it.
